Allow use of tractors, other vehicles on private land with suspended driver's license

Summary:

Clarifies the law around revoked and suspended driver's licenses so that it only applies to vehicles on roads. According to the bill text, "While no driver's license is required to operate a lawn tractor or agricultural tractor, the current law prohibits individuals with a suspended or revoked license from operating these vehicles on private land."
