Establish emergency procedure if legislature fails to pass budget by end of fiscal year

Enables the governor to declare a state of emergency due to the failure of the legislature to pass a budget or continuing resolution to fund the New Hampshire state government by July 1 of the first year of a biennium. Under that declaration, various state departments would be funded at the same level as the prior fiscal year. The emergency declaration would last 60 days and could be renewed up to three times by a majority vote in the legislature.
