Summary:
Changes the Office of Professional Licensure and Certification fund to a nonlapsing fund. Money remaining at the end of the budget cycle would go to capital expenditures and to lower licensing fees.
The House amended the bill to cap the fund at $3 million at the close of each biennium, with any funds over that going to reduce licensing and certification fees.
