Establish climate and health protection program

Summary:

Requires the Department of Health and Human Services to establish a climate and health protection program to monitor and implement strategies related to a variety of climate-related health issues. The Senate amended the bill to clarify that this program will require sufficient funding from non-state sources (such as federal grants).
