Let utilities issue RFPs for multi-year energy agreements that consider the environment
Requires electric distribution utilities to use requests for proposals to provide more diverse and longer term options for providing default energy service to customers, as directed by the Public Utilities Commission. The Senate amended the bill to instead allow electric distribution utilities to issue requests for proposals for multi-year agreements for energy, in conjunction with or independent of any attendant environmental attributes from electric energy sources.
The House amended the bill to add requirements that utilities must solicit public comment on RFPs and engage independent third parties to perform cost benefit analyses of such proposals. The House amendment also adds ratepayer protections, such as consideration of performance incentives and penalties for non-performance.
