Summary:

Makes several changes to state insurance laws. First, this bill moves a law on the insurance commissioner's rulemaking authority on loss ratio standards for long-term care policies. The bill also authorizes approval of innovative care policies, revises the criteria for disapproving insurance forms, and permits public hearings with discretionary disclosure of form and rate filings.

The House rewrote the bill. Their version of the bill allows the Insurance Commissioner to approve innovative short or long-term care
policies or certificates and rates that the commissioner finds are reasonable and in the public interest.
