Add restrictions on hemp-derived products with THC

Adds prohibitions on the possession of hemp-derived products that contain THC. For example, this bill makes it illegal for a person under the age of 21 to possess a product that contains natural or synthetic THC in any amount. The first offense would be a violation, similar to a speeding ticket, and subsequent offenses would be a misdemeanor.
The House rewrote most of the bill. Their version of the bill removes the penalties for individuals under age 21, and instead focuses on fining businesses that sell illegal hemp products.
