Summary:
Legalizes marijuana for adults over age twenty-one. The Liquor and Cannabis Commission would oversee cultivation, manufacture, testing, and sales of marijuana. Alternative Treatment Centers, which currently serve the state's medical marijuana patients, would be allowed to participate in the for-profit market. Towns could limit marijuana businesses. Smoking in public and smoking in vehicles would be illegal.
