Summary:
Establishes state grant funding for "housing opportunity zones" for government-developed affordable housing. Counties, cities, or towns could build modular, manufactured, 3D-printed, or other homes on slabs. Lots could be as small as 1/10 acre, so long as the homes still have at least two bedrooms. The homes would be restricted to owner-occupants, and the government could lease the lots to owners.
