"'Should the state do more' is open-ended and loaded toward financial incentives. Taxes redistributed come from the people first before they are 'encouraging' municipalities. I could see a change in the eminent domain laws or a grant system for intergovernmental land transfers between cities, towns, and the state (including University or agency lands) to achieve common goals."
