When asked on the Granite State Taxpayers survey, "Will you vote to implement tax and spending caps as a way to control growth in municipal spending and taxation?", Pamela Brown wrote, "I will vote to allow ('enable') local voters to decide if they want caps.  I will not vote in favor of state mandated caps for NH municipalities and districts.  As an economist, I view caps as a type of price control - they are a lazy way to achieve spending discipline. Fiscal conservatives need to run for local budget committees and boards and reduce bloated budgets that way.  See my article in Granite Grok for more details on my position on caps."
