"Thom's career included varied experiences in state government both in New Hampshire and Massachusetts. He has worked with incarcerated youth, and in programs providing protection services for children, the elderly, and adults with developmental disabilities. After 9/11, his career pivoted to Public Health, where he worked as a training coordinator, increasing capacity in local communities to respond to bioterrorism events. As threats lessened, the infrastructure was used to strengthen communities' abilities to respond to natural and other disasters."
