Summary:

Prohibits courts and hearing officers from deferring to state agency interpretations of state laws or rules, requiring courts to "resolve any remaining doubt as to legal meaning in favor of a reasonable interpretation that limits agency power and maximizes liberty for the individuals impacted."

The House added the substance of this bill to SB 298.
