Require certification of recovery residences, limit agency, ban scented products in state buildings

Requires sober living houses to be certified by the New Hampshire Coalition of Recovery Residents, to verify resident eligibility, and to retain a paid house manager.

The House then added the substance of two other bills: HB 1211 (requiring courts to favor a legal interpretation that limits agency power) and HB 1544 (banning scented products in public areas of state buildings).
