Summary:

Directs the judicial council, in consultation with the judicial branch, the New Hampshire Bar Association, and others, to adopt standards relative to the legal representation of children in Children in Need of Services (CHINS) and delinquency proceedings. The House amended the bill to provide legal representation for children with risk factors and who are placed out of home. The Senate added the substance of the bill to HB 1162, then amended the bill entirely to instead do three things.  First, the amended bill changes the title and the duties of the Commission on the Interdisciplinary Primary Care Workforce and extends the repeal date of the commission (similar to SB 567). Second, the amended bill authorizes a multicounty grand jury. Lastly, the amended bill allows witnessing of a will and appearance before a notary public by remote video conference for purposes of executing estate planning documents during the COVID-19 state of emergency.
