Protect right to garden on private property, add tax credit for organic certification

Summary:
Provides that any person may cultivate vegetable gardens on their own property, or on the private property of another with the permission of the owner. The bill does still allow local regulations related to height, setback, fertilizer use, invasive species, etc., so long as the rules do not simply prohibit all vegetable gardens outright. Homeowner associations would also be allowed to limit gardens. This bill also adds a deduction from business profits and a credit against the business profits tax paid for a USDA Organic Certification fee.
