Revise requirements for guardian ad litem reports

Requires an appointed guardian ad litem to offer to meet with both of a child's parents simultaneously, with each party separately, or any combination of those options for equal amounts of time. This bill also adds some detail to the guardian ad litem billing requirements. For example, this legislation allows parents to request an itemized bill for the guardian ad litem services at any time. Lastly, this bill states that parents "have the right to approve, refuse, or report to the appropriate licensing board the illegal behavior of an appointed guardian ad litem or other appointed counselor at any time."
The House rewrote the bill to instead revise the requirements of the guardian ad litem report. In particular, this bill states the report "shall include only factual information and shall not propose any recommendations."
