Authorize community colleges to grant bachelor's degree in fields outside the university system

Authorizes institutions in the community college system of New Hampshire to grant a bachelor's degree "in a program of study in which a bachelor's degree is not offered or available at any institution in the university system of New Hampshire and which meets the requirements for a bachelor's degree as established by the trustees of the community college system of New Hampshire."
The House amended the bill to instead establish curricular transfer pathways between the Community College System of New Hampshire (CCSNH) and the University System New Hampshire (USNH).
