Revises the special education aid formula to reimburse districts for costs exceeding $60,000 per pupil, with tiered state liability up to a maximum reimbursement. This bill would shift special education costs from the state to local districts.
The House rewrote the bill. According to a report from the House Education Funding Committee, "This bill, as amended, requires the department to distribute aid to school districts for pupils whose special education costs start at a $50,000 value, rather than the $70,000 current level, with graduated percentage state and local financial contribution responsibilities changing at $60,000 and again at $200,000. The proposed bill also addresses issues associated with Medicaid, annual COLA adjustments, and much more."
