Fund recreational activities for individuals with developmental disabilities, revise funding for uncompensated care

Establishes a Developmental Services Community Integration Fund to provide community integration support and services, including recreational activities, to individuals with developmental disabilities.
The House rewrote the bill to more generally fund recreational activities for individuals with developmental disabilities. The House also added that text to SB 409.
The Senate amended the bill to also temporarily restructure the uncompensated care and Medicaid fund. This is related to the funding hospitals receive for providing uncompensated care to low income patients. Gov. Sununu has supported directing more funds to community health centers, mental health centers and substance abuse treatment programs; the formula in the Senate bill diverts some funds in that direction, but lets hospitals keep more than Gov. Sununu proposed.
A conference committee of representatives and senators could not agree on a final version of the bill.
