HB 1600 (2026)

Guarantee statewide access to voter registration database on election days

This bill is still active.

Last updated 2026-05-05 8:43 am
Summary:

Requires the Division of Motor Vehicles to offer voter registration forms to applicants for driver's licenses and IDs and transmit completed forms to the Secretary of State.

The House rewrote the bill. The new bill requires the Secretary of State, town, and city clerks to ensure that each polling place in the state has direct electronic access to the statewide centralized voter registration database on each state, local, and federal election day during the operating hours of that polling place.

According to a report from the House Election Law committee, "The amendment eliminates voter registration at the DMV from the bill and instead allows town clerks to query a database to confirm information that a prospective voter has already provided to the DMV, such as proof of citizenship."

The House then further amended the bill to also allow indirect access to the database on voting days.
