Guarantee statewide access to voter registration database on election days

Allows the Department of Safety to share information about REAL ID applicants with the Secretary of State, to help voters prove citizenship.
The House rewrote the bill to instead require the Secretary of State, town, and city clerks to ensure that each polling place in has access to the statewide centralized voter registration database on each election day during the operating hours of that polling place. This is similar to another bill, HB 1600.
