Allow some ibogaine prescriptions, adopt PA licensure compact

Allows New Hampshire to participate in a multistate consortium to conduct clinical trials using ibogaine as an investigational new drug for the treatment of substance use disorder and other conditions.
The House rewrote the bill to instead allow health care providers to prescribe ibogaine "for investigational use only."
The Senate amended the bill to allow health care providers to administer ibogaine "under the framework of an FDA-approved research protocol."
The Senate also added the substance of SB 425 to the bill, adopting the physician associate (PA) licensure compact.
