Completely rewrites the state school funding system. In particular, the bill sets the statewide property tax at $5 per $1,000. The bill then lowers and individual's property tax based on whether it is their primary residence, whether they have children in the public school system, and whether they are over age 65. Lastly, the bill sets a uniform rate of state funding, $10,000 per pupil, with an additional $4,000 for each student who qualifies for a free or reduced-price meal.
