Summary:
"Charlotte's Law," which establishes the crime of criminal neglect and defining it as the denial of necessary care for reasons other than poverty. The bill sets felony penalties if the neglect results in the child's death, serious bodily injury, or if the offense is repeated.
The House rewrote the bill. The new bill revises the law against child endangerment so that a person may be found guilty for "reckless" not just "knowing" and "purposeful" behavior.
