Revise school building aid priority funding

Summary:
Increases the state level for school building aid construction and renovation projects. This bill also sets aside some of that funding specifically for school building projects approved in prior years that were not funded.
The House rewrote the bill. The new bill addresses how school building aid spending is prioritized. Resubmitted applications from previous years would no longer receive priority for funding.
