Limit driver's licenses for immigrants, require marked licenses

Summary:
Revises the law on driver's licenses for legal immigrants who are not U.S. citizens. In particular, this bill prohibits the DMV from issuing licenses to asylees until they have been granted permanent resident status, regardless of prior work employment authorization. The bill also requires the DMV to add a marking to all licenses issued to a nonresident alien.
The House added some of this bill to SB 13.
