Summary:
Establishes a child's right to an attorney in a family court case. This bill also requires the court to appoint an attorney for a child when any recommendation from the guardian ad litem conflicts with what the child wants.
The House rewrote the bill. The amended bill requires the court to appoint an attorney for a child when the child is placed in a group home or child care institution.
