HB 751 (2025)
Study licensing of substance use treatment programs, let at least 10% of students enroll outside their local public school district
This bill did not become law.
Establishes certification of outpatient substance use treatment programs and facilities by the Department of Health and Human Services (DHHS). This bill also directs DHHS to assign an individual within its Ombudsman's office to investigate and resolve complaints related to substance use or mental health treatment facilities.
The House amended the bill to instead establish a committee to study licensure of outpatient substance use disorder treatment facilities.
The Senate amended the bill to also add the text of SB 101, which would allow parents to enroll their children in any public school in the state, regardless of what town or city they live in. The bill also allows school events open to the general public, such as concerts and sports games, to be recorded without written consent from parents.
A conference committee of representatives and senators further amended the bill. Their version of the bill still establishes a committee to study licensure of outpatient substance use disorder treatment facilities. The bill then requires local school districts to allow at least 10% of their students to participate in open enrollment, enrolling in schools outside their home school district.
