Summary:
Rewrites the laws defining an "adequate education" and how to fund schools in New Hampshire. The funding for each school district would be set based on a model that takes into account geographic price variations, variations in population density, and variation in student needs. Towns and cities would still contribute to the cost for an adequate education through local property taxes, with a maximum local property tax rate of $5.38 per $1,000 of property valuation.
