Use higher attendance numbers for school funding in 2021-2022, other small school funding boosts

Summary:

Requires the Department of Education use the greater of school year 2019-2020 or 2020-2021 average daily membership in attendance (ADMA) for determining education grants in fiscal year 2022. Under current law, the ADMA that would be used to calculate fiscal year 2022 payments would be from the 2020-2021 school year. This bill also eliminates the consumer price index (CPI) adjustment in the 2021-2022 school year. Under current law, per pupil aid amounts are adjusted for CPI at the beginning of each two-year legislative cycle. Lastly, this bill extends fiscal capacity disparity aid (FCDA) through the 2021-2022 school year. Under current law, FCDA would only apply this year.
