Revise anti-bullying law

Creates a committee to study the issue of school bullying.
The House amended the bill to instead make many changes to the state’s anti-bullying law. For example, the amended bill requires that alleged victims get a written copy of their rights, protections, and support services available to them.
The House then added the substance of HB 741. That bill allows parents to enroll their children in any public school in the state, regardless of what town or city they live in. A public school could reject a student's transfer for limited reasons, such as a "documented history of significant disciplinary issues."
A conference committee of representatives and senators failed to agree on a final version of the bill.
