Consider Medicaid enrollment, other eligibility when calculating state funding for low income students

Revises the formula for calculating the per-pupil share of state school funding for low income students. Rather than solely considering whether or not a student is signed up for free or reduced-price lunch, the new formula would consider whether a student is enrolled in Medicaid and qualifies for free or reduced-price lunch. Not all eligible students sign up for free lunch, so this bill would likely increase the amount of state school funding for low income students.
