Make law on bail and pre-trial release stricter

Summary:

Amends the law governing bail and pre-trial release, generally making it more likely that a person who commits a serious offense will be kept in jail before trial. For example, the bill would require defendants of certain crimes, such as rape and assault, to prove they are not a danger to the public to be released from jail. The bill also deletes this sentence from the law: "The court shall not impose a financial condition that will result in the pretrial detention of the person solely as a result of that financial condition unless the court determines by clear and convincing evidence after a hearing that no reasonable alternative or combination of conditions will assure that the person will not commit a new offense."
