Regulate billing by employee leasing companies who provide direct patient care

Summary:
Requires employee leasing companies (ELC) working under written contract with a hospital and providing direct patient care as part of the hospital's services to provide an itemized billing statement to a patient. This bill also requires an ELC that bills a self-pay patient to accept payment in full for amounts generally billed by a hospital for medical services. Lastly, this bill requires a hospital to annually report its financial relationship and other information about its affiliation with an ELC.
