Allow utilities to purchase mini nuclear power, other energy law changes

<p>Makes various changes state energy laws, very similar to an amended version of <a href="/bills/hb-710-2025">HB 710</a> from 2025. This bil allows utilities to sign purchase power agreements (PPAs) with "advanced nuclear resources" (micro, mini, or small nuclear reactors) for the acquisition of up to 20% of a utility's need for electrical energy. The bill also allows the Department of Energy and/or the electric distribution utilities, or both, to issue requests for proposals for multi-year agreements for energy. Lastly, the bill modifies the scope and capacity limits of community solar projects. Generally speaking, this bill increases the size of projects that can participate in net energy metering. The bill also allows nonprofit educational institutions and public housing authorities to operate as "municipal hosts" for net metering.</p>
