Make it a felony for most severe sex offenders to go within 500 feet of areas designated for children

Makes it a violation (similar to a speeding ticket) for registered sex offenders against children to loiter near childcare facilities, churches, schools, and other areas where minor children congregate.
The House amended the bill to instead make it a felony for Tier III registered sex offenders to go within 500 feet of schools, child care facilities, parks, playgrounds, swimming pools, or school bus stops. There are some exceptions, for example to for voting.
