Rewrite enforcement of hate crimes

Revises the civil rights enforcement to require that a person's illegal behavior be "substantially motivated by hostility" toward a person's protected characteristics, not just "motivated" by those characteristics.
The House amended the bill. Their version of the bill rewrites the current law on hate crimes to clarify a person's motivation must be "hostility, including but not limited to animus, bias, or prejudice." The bill then states, "Nothing in this chapter shall be construed to prohibit any conduct or speech that is protected under the United States Constitution or the New Hampshire constitution."
