Requires each city, school district, and chartered public school to file a financial audit report with the Department of Education by September 1 annually, detailing receipts, expenditures, and assets.

districts to be audited by an independent public accountant after the end of the fiscal year and for the results of such audits to be made available to the public. If a school fails to submit these reports, the state will withhold its grant funding until the requirements are met.
