Housing Conservation Planning Program and miscellaneous property rights

Summary:

First, this bill regulates the appointment of a third-party inspector by a Planning Board.

Second, this bill establishes a Housing and Conservation Planning Program within the Office of Strategic Initiatives to provide matching grants to municipalities to plan for growth and development "in a manner that permits a balanced housing stock, including higher density and workforce housing opportunities, and promotes, whenever possible the reuse of existing buildings, including historic properties, while protecting communities’ natural resources through more efficient and compact development."  While the House voted to remove this part of the bill, the Senate voted to add this part of the bill to HB 610.

Lastly, this bill prohibits any local government from restricting the installation of any "safe and commercially available heating or other energy system."
