Prohibit local regulations that differ from the state building code

Prohibits all local legislative bodies from adopting any new regulations that differ from the state building code.
The House rewrote the bill. According to the House Executive Departments and Administration Committee, "The original version of this bill mimics the intent of HB 428 passed by the House earlier this year. This amendment replaces the original bill in its entirety and addresses a concern with HB 428 that would reinstate a town’s ability to reopen technical issues if a building code is more than two years behind the current code. Since there are 8 model codes and if any codes lag, the intent of HB 428 is moot."
