Summary:

Establishes a misdemeanor penalty for knowingly making a false report of child abuse or neglect and creates a right to sue for damages.

The Senate amended the bill to also require an owner's project manager for school building aid applications over $1.5 million (similar to SB 513) and establish provisional Medicaid eligibility for nursing home care (similar to SB 543).
