10-year state transportation plan, add rural speed limits, fund men's prison

Adopts the ten-year transportation improvement plan for 2025-2034. Every two years the Department of Transportation works with Regional Planning Commissions and the Executive Council to draft a ten-year plan for transportation infrastructure improvement, maintenance, and repair. That plan must be approved by the governor and the legislature.
The Senate amended the bill to add the text from other legislation, SB 471 and SB 476. SB 471 adds a speed limit of 45 miles per hour on rural highways. SB 476 authorizes the state to borrow $40 million for architectural, engineering, programming, and design and construction documents for a new men's prison.
The Senate also added the text of SB 134, which establishes a retirement system benefit for firefighters and law enforcement who retire due to a violent act injury. However, a conference committee of representatives and senators rejected this addition.
