Authorize $40 million bond for new state prison for men, report some mental health records to background check system

Authorizes the state to borrow $40 million for architectural, engineering, programming, and design and construction documents for a new men's prison. The Senate also added that bill text to HB 2024.
The House amended the bill to add the text of HB 1711. That bill establishes a system to report to the firearm background check system if a person is found not guilty by reason of insanity, not competent to stand trial, or involuntarily committed to a mental health facility. The Senate rejected that addition.
