Prohibit "gay panic defense"

Summary:

Prohibits "provocations based on a victim's actual or perceived gender, gender identity, gender expression, or sexual orientation" from being used as a defense in manslaughter cases. In other words, this bill bans the "gay panic defense."

The House amended the bill to also prohibit defenses based on "hostility to the decedent's religion, race, creed, sexual orientation, ... national origin, political beliefs or affiliation, sex, or gender identity."
