Summary:
Prohibits provocations based on "the victim's actual or perceived sexual orientation, gender identification, or gender expression" from being used as a defense in manslaughter cases. In other words, this bill bans the "gay panic defense." A conference committee of representatives and senators agreed on a final version of the bill that is narrowly tailored to homicide cases.
