Expand municipal bonding to build broadband

Summary:
Allows broadband municipal bonding in any area, not just areas legally "unserved by broadband." The Senate amended the bill to instead limit municipal broadband development to "communications districts." The amended bill also revises the definition of broadband to be at least "100 megabits per second download and 20 megabits per second upload."
