Fund 80% of special education needs, eliminate proration

Authorizes the governor to pull from the General Fund of all tax revenue to fund special education aid to school districts. The current law directs the state to prorate special education aid, rather than fully fund what schools qualify for.
The House rewrote the bill to match the text of HB 773. That bill eliminates the proration of special education funding when the demand for funding exceeds what is available. The state would be required to cover 80% of a school district’s "catastrophic aid" special education costs.
