Give parents right to access medical records of their minor children

Provides parents full access to their minor children's medical record, with limited exceptions, such as when a doctor finds disclosure to a parent would likely result in child abuse or neglect.
The Senate added the substance of SB 54 and HB 123 to this bill.
SB 54 lengthens the time a driver's license is suspended if a person refuses to take a test to determine alcohol concentration.
HB 123 establishes a moratorium on carbon sequestration contracts, establishes a commission to study carbon sequestration programs, and allows for payment in lieu of taxes on pre-sequestration timber tax revenue.
A conference committee of representatives and senators failed to agree on a final version of this bill.
