HB 712 (2025)
Prohibit breast surgery under age 18 with limited exceptions, report abortion data
This bill became law.
Prohibits breast surgery on a person under age 18 except as needed "to treat malignancy, injury, infection, or malformation." This bill then revises the ban on genital gender reassignment surgery for minors, instead banning "gender surgery" for minors.
The Senate amended the bill to add the text of SB 36 and SB 37.
SB 36 requires health care providers to report non-personally identifiable data about abortions to the Department of Health and Human Services (such as patient age, gestational age, etc.). This bill requires an annual report of this data to the legislature.
SB 37 revises residential care and health facility licensing requirements.
A conference committee of legislators approved the Senate addition of these bills, with some language changes.
