When asked "What would you do to address the housing crisis in NH?" by Fosters' Daily Democrat, Gilmore answered, "I would work for enabling legislation that gives localities greater ability to engage in public-private partnerships to increase New Hampshire’s housing stock."
In 2025 Rep. Gilmore voted to limit parking requirements in zoning laws (SB 284) and voted to prohibit planning boards from differentiating based on the number of bedrooms in a residential development (SB 174).

"Immigration enforcement and reform is the responsibility of the federal government, and while New Hampshire does have a northern border, that’s not where illegal immigration is passing through. As a state dependent on thousands of legal immigrant visas to support our tourist trade - especially in the north country - I do feel it’s important for congress to finally address real immigration reform and enforcement."
